Change to a Free Plan to another Free Plan

Hello,

I am make some testing in my app, so I created a couple of plans that are free.

My test consist into change to one free plan for another, the problem that I have is that when I try make like a normal procedure (using my credit card).. the API of cheddar geter returns a message declining the operation. So I want to know that this "declaning" is because i can make have some errors or is part of the logic that CG have for free plans

    What is the error message you receive from the API?
