How do I make a Free plan end on a certain date?
I'd like to give out some free plan IDs to some professional organizations to "raffle off".
I'd like that to be an x month subscription (or end on EndDate).
One option that might work is to create some IDs with some of
our free (inactive) Plans assigned to them but I can't see how I'd
set the EndDate.
Would the Next Bill Date be the end date? What would the user see
on that date?

That's correct. If a pricing plan is a non-free plan and has a delayed first bill, then the initial bill date is effectively the end date. If they enter billing information prior to the end date, the subscription continues as a normal subscription. If not, the subscription is auto-canceled on the initial bill date. When using this technique, we recommend you stay in touch with the customer throughout the free trial and use the "Bill Reminder" email template to notify customers that their first bill is coming up.

I want to be able to offer that Free Plan but only to folks I invite.
In mytesting, I have a Free Plan but it's inactive. But if I create a Customer and assign that it comes up as invalid (not surprising I guess).
Is there any way to have such a plan available to just customers I tell about that?
(I'm using the Hosted signup so they see all Activate plans, including the free one).
One option MIGHT be to make the Free plan activate for a few minutes, add some customers then make it inactivate, But I wasn't sure if the would disable those customers Plans again.
I.e., if I have a customer on a valid plan (with months until their next bill date) and then make that plan Inactive, will that Customer (with the free, now inactive) plan show up as "invalid" (expired, etc.)?

Since you're using hosted pages, you'll need to make the Free Plan inactive and add customers to it manually.
Not sure what you mean here. There are no restrictions for subscribing to an "inactive" plan. What do you mean by "comes up as invalid"?
Since there's no payment method required, it's very simple to create a user on this plan via the API. I suggest you create a secret page of your own just for these customers.
The only thing that the active flag indicates is whether or not to enable the plan in the hosted pages. It doesn't restrict the plan in any other way. You can add customers to the plan from the admin GUI.

Thanks for confirming that. I tested two more times and found I was just
making a mistake. If I create customer and assign an inactive free Plan it
shows up as a valid plan. Exactly what I needed. I'll look into using the
API to issue a free plan.
