API Returning 412 when creating customer with free subscription

I'm attempting to add a new customer with a free subscription, but the API is returning a 412 error, citing the missing CC fields as the reason. Since it is a free subscription, it should not require those fields. Any help is greatly appreciated! Thanks!

    Hi EJ,

    You are seeing this problem because your plan has the potential for tracked item overage charges; therefore, it is not really a "free" plan. This distinction is explained in more detail here.

    If you would like to add a new customer to this plan without a CC, delay the initial billing date. If the plan is not configured to bill on sign up, you can omit the card number for the first billing period.

    Your settings are currently requiring a payment method for any paid plan.
    You can uncheck that box here:

    https://cheddargetter.com/admin/configuration/settings

    Thanks guys, I did end up unchecking that box, but we also decided to not create a customer's subscription until they actually created one of the "tracked items" in our system. Appreciate the help-
