The (?) next to the fields when creating Tracked Items are clickable, but nothing happens when you click them.
I'm guessing that on the page where you create Tracked Items, where it shows a (?) icon to the right of some field headings (like Quantity Included) and Overage Amount, that it's supposed to show some help when you click the icon? (That would be helpful infoemation).
Those icons do appear to be clickable (you get a "hand icon" when mousing over them). But...nothing happens when you click on them.

This is a bug. Thank you for pointing it out, we will get that fixed with the next release.
The help bubble text is there, it's just not being displayed because a javascript function isn't being called correctly. The help text is:
The Quantity Included indicates the number of this tracked item that is included in this pricing plan. Whether or not this is a hard limitation depends on the Overage Amount setting.

The Overage Amount indicates the cost of each item over the Quantity Included. If the Overage Amount is set to zero, then overage is not allowed for this item in this plan making the Quantity Included a hard limit. If it is negative, the item can be used to issue a recurring discount.

The Is Periodic setting indicates whether or not the Quantity Included is per billing cycle or forever. If an item "is periodic," the tracked item will automatically reset the customer's item quantity usage for the item at the beginning of each billing cycle. Otherwise, the item quantity is additive forever.
