Want to work on free paln. it is giving error and want to use sandbox

i am calling a code for createcustomer for free plan. But it is
giving me error 412. this is error for the an wrong data sending to
api.
i am using c# library that was posted by you. sending you one
example which values i am posting to that. plz take a look to the
values those i am posting.
customer.Code -- vinodk
customer.FirstName -- vinod
customer.LastName -- kumar
customer.Email -- [email blocked]
customer.Company -- cpny
customer.PlanCode.ToString().ToUpper() -- FREE
customer.CCFirstName -- vinod
customer.CCLastName -- Kumar
customer.CCNumber -- 4066016964199698
customer.CCExpiration -- 04/2012
customer.CCCardCode -- 123
customer.CCCardCode -- 266987
- can you provide any information why 412 error is
coming.
- is there any way to test with sandbox for all/any payment options.
