another prorating question

While up/downgrading is it possible to decide the amount to be credited to the user on our end? i.e. not use time when calculating prorating, but something else (bandwidth usage for example)

    Yes, turn off the prorate feature in CG and use custom credits/charges to prorate however you'd like.
