Does the customer set the quantity limits when they are ordering or do I set the limits for overages? Therefore this payment plan is based on usage. How do I set the cost per use in the pricing plan, since the price in the price plan is related to frequency and not usage...please advise

"Limits" are set in the pricing plan configuration. "Overage" charges are configured here as well. The combination of "quantity included" and "overage" can be used for any combination of limits and overage.
