But I can't seem to figure out where to activate it so customers can set their preferred donation amount. where do i do that?

Custom donations is achieved through use of tracked items. You can set it up in many different ways but here's an example:
Start with a pricing plan that bills on the frequency you'd like to charge your donors with a zero dollar recurring amount. Then, with a single tracked item:
When you create a customer, set the customer's quantity of the item to the number of dollars they choose to donate. This will effectively bill the customer for that amount on the frequency you choose. If you want to enable fractions of a dollar, set the Overage Amount to 0.01. Then set the customer's quantity to the number of cents they wish to donate.
