unable to update logo/favicon

I am attempting to update the logo and favicon, but every time I save changes, it reverts to the previous logo/favicon. I am able to delete logo/favicon and save changes, but when I try to upload a new version of either or both, I get a confirmation that theme was saved but it displays my old logo/favicon.

    Could this be a caching issue with your browser? What should the current logo and favicon look like?
