When are overages calculated?

Specifically, are the overages calculated (for instance) at midnight of the day the bill will be sent? Are they calculated at the exact time specified in the billing date?

Overages are calculated immediately before they are billed. The actual transaction will run up to one business day after the billingDatetime. So, this calculation will occur up to one business day after the billingDatetime. We currently run transactions once per day at around 10am Eastern M-F. So, if the billingDatetime for a subscription is at noon on Friday, it will likely not be billed until Monday morning.

But, to be clear, the usage amount for a tracked item (assuming it is periodic) is saved and reset at the billing time? The reason I ask is because we want to be able to report on and restrict usage based exactly on the same time frame as what they are billed on. I want to make sure that after the billing date passes, both our system and CG agrees that a new "usage month" has begun for the purposes of our tracked items. (Or at the very least, that there is some predictable, recurring time when our system and CG can agree that a new usage month has begun. This hopefully would be the billing date, which would make the most sense.)

You make a very good point and one that we've discussed here at length. In the interest of simplicity, the system functions as stated. I'll put your request on the list. It's hard to say when it will be attended to but we'll let you know here when it is.

If the actual switch to a new usage month isn't predictable, do you have any suggestions on a solution to this problem? How should our system be able to report on and restrict usage for a given usage month when the exact beginning and end of that month (for billing purposes) can flux based on when the transaction is processed? Does this actually make the billing date just some "earliest estimate" of cutover to a new usage month as opposed to an exact cut over date? This could be a fairly frustrating problem, since we would like to allow the user to opt out of overages, so that they are unallowed by our API to create a tracked item over the included limit, that would create an overage. If we don't know when their usage month truly starts/stops, it doesn't seem like there's anyway we can do that.

You can determine whether or not an addition to a tracked item will incur an overage in real-time using the CG api. The customer XML shows the tracked item configuration for the subscribed plan as well as the customer's current quantity for each item.

David -- Item usage quantities are now locked in with the billing period exactly. This has been the case for some time. Notifying you somehow slipped through the cracks.
