Transferring Plan Issue

I created a new plan in our GC account and set it up as a free plan. I marked 0 for Quantity Included and 0 as the Overage. It's my understanding from the CG documentation, that this is what represents a free plan (in addition to the 0 cost and 0 cost recurring).

This plan is at:

However, when I tried to change a customers account from their current plan to this new plan, it said "Cannot change to this plan due to item quantity conflict. (facility)" A screen shot of this is attached.

The current plan for this customer is named the Ten Plan and is set up as $10 per facility charge. The monthly amount is set to 0 and for tracked items, the quantity included is set to 0, but the overage is set to $10.

Any idea why it won't let me transfer from this plan to the new plan (Invoice)?

    Hi Elizabeth -- If the customer has a quantity of an item, then the plan you're trying to change them to must either accomodate that item quantity or you must change the customer's quantity of the item before the plan change. Since the INVOICE plan has included=0 and overage=0, then that plan does not allow that item.
